A Bipartisan Opportunity to Unite Congress and the American People

In a divided Washington, YOU have a chance to show non-partisan leadership everyone can support. With overwhelming public backing, let's work together on the 28th Amendment to ensure no pay for Congress during shutdowns—no backpay, no exceptions. Join us to bridge the divide and deliver real accountability for "We the People."

Your Leadership Matters

We respectfully invite you to take FOUR meaningful steps:

1

Sign the No Pay During Shutdowns Pledge

Publicly commit that, during any government shutdown:

You will not accept compensation, or;

If compensation is issued, you will donate it in full to a qualified 501(c)(3) organization that directly benefits your constituents (not yourself or your campaign).

2

Collaborate with Us to Improve Our Proposed 28th Amendment

We have proposed initial wording for a 28th Amendment.

We welcome your expertise and input to refine this language so it is legally sound, precise, and focused solely on prohibiting congressional compensation during shutdowns. Contact us directly to discuss this language and/or suggest improvements.

3

Commit to Keeping the Amendment Focused – Single-Purpose Only

History shows many proposed amendments fail when unrelated provisions are added, diluting support and serving narrow interests. We ask that, if you introduce or co-sponsor this amendment, you agree to keep it strictly limited to the single issue of no pay during shutdowns (with no backpay), without attaching riders, earmarks, or unrelated policy changes. A clean, focused amendment has the best chance of bipartisan support and ratification.

4

Introduce or Co-Sponsor Companion Legislation

While we pursue a constitutional amendment for permanence, interim legislation can provide immediate protection. If you are willing, please introduce or co-sponsor a bill mirroring the amendment's intent. This would show leadership and build momentum toward the constitutional solution.

We are a non-partisan 501(c)(4) initiative dedicated to one goal: ensuring Members of Congress do not receive pay during government shutdowns, with no retroactive backpay.

THANK YOU!
